The Union Government accorded approval of 285.75 crore rupees to Himachal Pradesh under PMGSY (Pradhan Mantri Gram Sadak Yojana). Himachal Pradesh on 2 July 2013 was declared as the first Smoke-free state of the country. The declaration was made in compliance to Section 4 of the Cigarettes and other Tobacco Products Act (COTPA) 2003. Himachal Pradesh achieved 85.42 percent compliance with the relevant parameters to be declared as the smoke-free state.<br />

The Union Government armed itself with a comprehensive Act named the Cigarettes and Other Tobacco Products Act (COTPA, 2003) to control tobacco industry, which is responsible for the deaths of thousands annually in India and worldwide. The Act is applicable to all products containing tobacco in any form and it extends to whole of India. The act is comprehensive however there are a few loopholes that have been discussed below.</div>

<b>Prohibition on smoking in public places - Section 4 of Tobacco Control Act, 2003</b></div>
<ul style="text-align: left;">
<li style="text-align: justify;">Smoking in all Public Places is Prohibited - The term public place is vaguely defined and refers to any place, where public have access, whether as of right or not, and includes auditorium, hospital buildings, railway waiting room, amusement centers, restaurants, public offices, court buildings, educational institutions, libraries, public conveyances and like which are visited by general public but does not include any open space.</li>
<li style="text-align: justify;">Creation of Smoking Areas - In restaurants, hotels and airports smoking areas are to be physically segregated in such a manner that the air from these areas does not circulate to the non- smoking areas. Another very loosely implemented provision.</li>
<li style="text-align: justify;">Display of Prominent Non Smoking Signs e.g. "Smoking here is strictly prohibited" is mandatory at all public places. </li>
</ul>

<b>Prohibition of Advertisement, Promotion and Sponsorship of all Tobacco Products- Section 5 of Tobacco Control Act, 2003</b><br />

<li style="text-align: justify;">Both direct & indirect advertisement of tobacco products prohibited in all forms of Audio, Visual and Print Media</li>
<li style="text-align: justify;">Total ban on sponsoring of any sport and cultural events by cigarette and other tobacco product companies</li>
<li style="text-align: justify;">No trade mark or brand name of cigarettes or any tobacco product to be promoted in exchange for sponsorship, gift, prize or scholarship</li>

Himachal Pradesh state government launched video chat facility in all six prisons of the state on 26 July 2013. The video conference facility, first of its kind in the country, would help family and friends save time and money on travelling to prisons to meet the inmates. Even foreigners can avail this facility. The government has already amended the Criminal Procedure Code (CrPC), enabling the courts to utilize the video-conference facility between the jails and the courts. </div>

Lahaul and Spiti district of Himachal Pradesh on 10 August 2013 created a national record by organizing a 21 kilometer long Half Marathon at the height of 10050 feet at Keylong. A total of 261 sportsmen from Himachal Pradesh, Jammu and Kashmir, Punjab and Army participated in the event. The event was orgainsed with an aim of providing an exposure and platform at the national level to the youth living at high altitude.</div>

The 21 kilometer long Half Marathon was won by Baljinder Singh from Punjab, who covered the distance in 19 minute and 26 seconds. Whereas, in the women's category Reeta Kumari was declared winner, who covered the distance in one hour 36 minutes and 2 seconds. The two districts have planned to make the Half Marathon an annual event and will be organised during, the Tribal Festival.</div>

The proposed ropeway project is 9-km-long. It will connect Palchan village with the 13050-feet-high Rohtang Pass.The ropeway project was scrapped following objection from taxi operators who were wary of losing business if the proposed ropeway till Rohtang Pass was constructed. The cabinet decided to cancel the project to safeguard the interests of taxi operators and others in the area. The ropeway project could destroy employment of thousands of people engaged in tourism activities.</div>

<b>Himachal Pradesh</b> on 26 October 2013 became the second state after Haryana to introduce Union National Vocational Qualitative Framework (NVQF) Scheme. The scheme has been implemented by the All India Technical Education Council and the National Skill Development Council. As per the scheme, 70 skill development councils will be established and each council will be given specific trades. The scheme was being implemented for students of Class IX to Class XI and every student has to clear four levels to get the certificate.<br />
